The legal obligations of Washington DC and Maryland condominium associations and HOAs to provide their homeowner members with copies of association records is defined by the District of Columbia Condominium Act, the Maryland Condominium Act, and the Maryland Homeowners Association Act.
Condominium Associations and Homeowners Associations (HOAs) in Maryland and Washington DC are the governing bodies of their communities operated by board members elected by the community to represent the interest of the community. The board is responsible for making decisions on behalf of the community association with regard to maintaining common areas and amenities, spending and saving association funds, resolving disputes and handling homeowner requests. As the representatives of the community, the association’s board of directors has the power to make many decisions on behalf of the association without prior unit owner approval, although some board decisions require majority membership approval.
